     First item on the agenda when elected as State Representative , I would introduce legislation to put tax payers back to work in Hillsborough County and the entire state of Florida

     As a State Legislator, I would propose a tax break for any Florida homeowner or landowner for the increase in real estate taxes attributable to the increase in real estate appraised value caused by any new construction or any real estate improvements  for a period of  5  years after said improvement/construction.  This would encourage an increase in real estate improvement and the sales of real estate improvement materials in Hillsborough County.  After the period of  5  years, the home owner would begin to pay the increased taxes on the higher real estate appraised value.  This tax holiday is important to help stimulate employment in Hillsborough County and sales of home improvement materials.  In the long run it will also increase the value of the tax roles for Hillsborough County and if applied on a State level, for all Florida Counties. 

     Second item on the agenda is to repair citizen insurance, which is totally out of control . see video of many people being forced to pay out of control insurance prices on there home insurance.  http://www.youtube.com/watch?v=X6OyEMS05UM

     Third item is to advise Hillsborough county residents to be made aware of the Obama loan modification which will help people from having there home foreclosed by banks, by having your mortgage interest reduced as low
as 2% to keep you in your home. This item is the best kept secret in FLORIDA, however you need to
know all about it.

     Forth  item on the agenda is to introduce legislation to stop the home owners association madness by allowing attorneys to use an HOA as their personal cash cow bank. I invite you to visit www.ccfj.net  and see for yourself many horror stories living in an HOA.

CANDIDATE STATEMENT

As property owners, whether it is property, a house, or a condominium, we all are facing property taxes that have skyrocketed as a result of the values increasing. However, we have seen little in return for these increased taxes and these escalating property taxes are causing property owners to suffer financial hardship because they cannot afford the increase in their property taxes. This has led many in this great state to abandon the American Dream of owning a home ... some, who have lived the American Dream and owned a home for many years of their lives. There have been many politicians who have said they are willing to do something to help the property tax issues facing property and home owners, but they have thus far shown little effort in providing for REAL relief. I believe I can provoke other legislators into coming up with REAL relief
Many of our residents in Florida are Senior Citizens. There are several sicknesses Seniors face to which the prognosis is dismal. Additionally, there are law makers who believe that monies should be taken away from finding a cure for these sicknesses. Such was the case when law makers tried to rake funding away from Senator Byrd's bill. This funding was for research for Alzheimer's and Dementias. I have a very good understanding of these sicknesses as my mother and others close to me suffer from these sicknesses. I will fight to make sure we are not cutting any funding for these sicknesses and others.

I am committed to providing REAL relief for Florida residents in these areas and more. I am tired and frustrated with the current legislators declaring they have provided relief and solutions to some of our most common problems and issues, when actually the result is far from REAL relief and from what they declared they would do. Lewis laricchia is a veteran of the U.S. Navy . My educational background Suffolk County Community College . I am a resident of Hillsborough County i reside in valrico . i am a retired union negotiator and a pipefitter . i was born July 24, 1949. My religious affiliation is Roman Catholic. My recreational interests Law Books, Home Owners Association Books, Hosting TV and RADIO shows. Other public services, active in alchemizes, autism reform ,fighting for all veterans rights and creating jobs for district 56 and the state.

ISSUES

Property Insurance

The property insurance issues exist because addressing of the root problems has not been done.  The only way to provide REAL relief with property insurance is to bring back private insurance companies that will compete to insure property in Florida.  In order to do that, the insurability risk must be reduced.  Just like FHA reduces risk for mortgage providers, Florida could setup a state department that would insure private insurance policies.  In order to pay for this, surcharges would be charged to property of higher risk.  See my website for a full description of my plan.

Property taxes

Property tax relief has been attempted but has no where came close to expectations.  Additionally, legislators are faced with voters who do not own property and local governments who use scare tactics to fight against property tax cuts.  To be financially responsible, all tax cuts would have to be paid for with another tax or reduced spending.  With another tax, voters who do not own property do not see any benefit and instead see that they are being charged higher taxes to provide lower taxes to people other than them.  Local governments fearing having to spend more wisely use scare tactics to try to avoid a property tax cut.  I suggest providing incentive for voters who do not own property and fully paying for a tax credit based on an enhanced sales tax on targeted items with no requirements on reduced funding.  This would hopefully have a better opportunity for support by property owners, non-property owners, and local governments.  See my web site for further explanation.

Top needs of the district

First of all: this district needs a representative that understands the needs and is willing to research and fight for the needs of the people in this district.  I have lived in this district 16 years, which happens to be 16 years longer than my opponent has lived in this district.  I have seen the issues facing this district for the last 16 years.  When my opponent reached adulthood 7 years ago, I had already lived and faced the issues and needs in this district for 9 years. My opponenet has yet to face the issues of this district as a resident/member of this district.  Top needs of the district are REAL relief in property taxes, property insurance and transportation costs. 

Property taxes have been addressed by our legislature but unfortunately the actual relief provided by the previous efforts of our legislature came considerably short from what the legislature publicly targeted.  Clearly, not enough has been done and more needs to be done to provide REAL relief.

Property insurance has, as we all know, been a huge problem in this state.  After researching the problem, I am convinced that the efforts thus far have not addressed a valid way to solve the problem.  Additionally, I have further provided a suggestion that seems would help to solve the insurance problem not only for those in my district but for all Floridians.
Transportation costs have had a triockle down affect that is now affecting consumer prices on everyday goods including groceries, clothing, househoild goods, etc.  The initial affects felt from higher fuel costs were on commuting, but now with the trickle effect, even those who do not have a large commute are feeling the impacts on higher transportation costs.

lagging economy

The lagging economy is a result of many things.  The housing market downturn has significantly lended to the issues we face with the economy.  Of the items that have influenced the housing market are property taxes and insurance costs.  People, especially those on fixed incomes, cannot afford the accelerated costs of insurance and taxes and are being forced out of their homes.  Since the issues with insurance and property taxes, more and more people are retiring to places like Arizona, New Mexico, and in Mexico ... yes, even out of the country.  This is the time, with Baby Boomer retirements, that Forida should be flourishing with new retirees moving to Florida ... instead, people are looking elsewhere because the costs to live in Florida are too much and too risky.  The largest inpact on the economy has been transportation costs, whether it be fuel for commuting, fuel for services such as repairmen and other in-home services, or fuel for shipment of goods.  Anyway you look at it, the rise in transportation costs are affecting all of us and taking more out of our pockets.  Having less money in our pockets means we spend less in the consumer markets and thus, the consumer markets suffer causing even further downturn in the economy.  We need REAL relief in transportation costs and a solution for the housing market.

differentiates from my opponent

My opponent has faced the challenges as an adult for 11 years while I have 42 years experience with the various challenges adulthood brings.  I have lived in this district for the last 19 years where my opponent has not. My opponent claims that she knows the issues facing this district.  Four of the largest issues, property taxes, property insurance jobs and foreclosures  , my opponent has no experience with where I have been paying property taxes and property insurance while;as such, I am confident that I hold the upper hand in the understanding and experience of these issues.  Furthermore, I am better able to fight and represent those in this district on property tax and property insurance issues due to the overwhelming experience I have as compared to my opponent.  Finally, my opponent claims she will fight for people in this district, but has yet to indicate that she understands the issues let alone provide any kind of plan to help save the problems.  I have shown I understand the problems we face and I have also provided plans to provide REAL relief of the issues.

Are Legislators Using Common Sense?

Florida legislature made sure that the flow of retirees and new snowbirds came to a screeching halt! The failure to create laws to protect these folks seriously backfired on Florida's economy. Horror stories of owners losing their life-savings - and the homes they bought - filled the headlines of the newspapers up North, scaring off any retiree or snowbird that may have planned to buy a home or condo in the former Sunshine State.

Ugly headlines about lack of consumer protection in Florida filled the national media. Florida leads the charts in nearly all bad categories, starting with foreclosures and mortgage fraud. Florida's AG Pam Bondi seems to avoid going after the banks and their attorneys that used methods like "robo-signing" to defraud the courts.

Families lose their homes, not because they didn't pay the bills they agreed to pay, but due to the failure of neighbors to pay their share of the association bills. Other families get pushed out of their homes, forced to sell for "peanuts" to so-called "bulk-buyers" who buy a majority of units and call the shots. Other homeowners are bankrupted by ever increasing dues and/or special assessments levied by developers at the brink of bankruptcy.

These are just some of the examples that show why the interest of retirees and snowbirds to buy property in the former Sunshine State has come more or less to a screeching halt.

Legislative reforms that would protect owners living in community associations should be a simple way to jump-start again the interest to buy property in Florida.

Like I said: It can be done with the stroke of a pen!
